The Board of Directors of Rossport Harbour Non-Profit Marina Inc. (Rossport Marina) is pleased to provide an update on the Rossport Marina Renewal.
The Board of Directors has been working hard to strategize, plan for and execute on the initiative to launch a new marina in Rossport, Ontario. The initiative has not been without it challenges including:
identifying an approach that is suitable for Rossport and the North Shore of Lake Superior,
considering various design options and facilities for the new marina,
identifying, and working with qualified and suitable consultants, equipment providers and contractors,
researching, understanding and considering the regulatory and environmental considerations that affect the new marina and the surrounding communities,
seeking funding grants from government agencies and other third party entities,
managing the disbursement process for the renewal projects while continuing to manage and account for the normal marina operations,
managing the marina renewal in a way that minimizes the impact on the community, the environment and users of the marina,
working and consulting with our first nations partner, Pays Plat First Nation, on matters related to the development and use of the new marina situated within their traditional territory, and
managing through escalating costs for what goes into the renewal of the marina.
The Board of Directors is focused on making decisions that:
will result in a new marina that is functional,
will create a marina that is physically and financially sustainable, and
use the funding grants and user fees in the most effective and responsible ways possible.
The Board of Directors has:
Selected and awarded a contract to Northwest Petroleum Equipment Ltd. to remove the decommissioned fuel tanks, fuel lines and fueling stations.
Selected and awarded a contract to JML Engineering to prepare design drawings for a new boat launch and boat launch dock as well as to oversee the tendering process for this project.
Selected and awarded a contract to Englobe Corp. to conduct a geotechnical assessment of the lake bed,
Selected and awarded a contract to IWP via Kropf Industrial Inc. to conduct a Wind/Wave study of the Rossport Harbour.
The marina renewal is now being approached in three major phases as follows:
Phase One: removal of the decommissioned fueling systems - work has been completed.
Phase Two: design and construction of the new boat launch and boat launch dock - design drawings have been completed, tendering for construction is underway.
Phase Three: design, cost estimation, tendering and construction/implementation of a new marina main dock, slips, equipment and facilities - information gathering and preliminary planning is underway.
The new marina main dock and slips will be based on one of the three following options:
a fixed dock and slip structure,
a floating (marina grade) dock with floating slips,
a “hybrid” structure - fixed dock with floating slips.
The engineering studies identified above that are being undertaken will factor into the design, cost estimation, grant applications, fundraising, tendering and construction/implementation of the new marina main dock and slips. The geotechnical study will be one of the primary inputs to a fixed or hybrid solution and may also provide some insights for a floating dock/slip solution. The Wind/Wave Study will also be a primary input into all three options that will be considered for the main dock and slips renewal.

The Board of Directors will be launching a major fundraising initiative to help raise funds for the marina renewal. Stay tuned for details to be announced in the near future!
While the Board of Directors and the Executive are working hard to bring this project to fruition, we need your help and support.
For those that could not attend the Annual General Meeting to hear the update, you have not received information on our progress.
As you know, the initial project plan included:
Removal of the east-west dock section,
Stabilize the north-south section,
Underpin the building,
Fix the boat launch, and
Replace the retaining wall on the east side of the launch.
We received the final funding approval in early February. Requests for tender went out in March and information sessions were held with three contracting firms. Out of these sessions came the realization that the Board would need outside assistance for tasks related to the revitalization project. JML Engineering Ltd. was hired to complete the design drawings for the project and to manage the tendering process and permit applications.
Two tenders were received at the end of May and both were significantly higher than the grant monies allowed. The Board met to look at options and after much discussion decided that putting almost a million dollars into a project which was at best a temporary solution was not the best use of taxpayer dollars. We could not just remove the east-west dock section without stabilizing the north-south leg and there was not enough dollars to do both. The overarching goal is to replace the dock.
June and July have been busy months meeting with funders to look at options moving forward. The Board looked within the approved project scope (points above) for items that could utilize those approved dollars, and we were encouraged by funders to identify projects within the grants that we can complete.
The launch area was identified as a priority, as well as the pre-design work necessary for a new dock. We gathered cost estimates for the launch and for a pre-design study and geotechnical analysis of the lakebed (these are required steps for the fixed and hybrid options) and a wind/wave study (for floating docks). The Board has decided to look at three options for a new marina – fixed dock, floating dock and slips and a hybrid mix of fixed dock and floating slips and will gather all the information before a decision is made for a new dock.
We have received approval from two of the three funding agencies for the revised project and are awaiting approval from the remaining one before we proceed. It is hoped that the work can happen in October of this year, pending approvals from the Ministry of Environment.
The Corporation received a grant from Superior North Community Futures Development Program for a logo project. As we move forward, strong brand recognition is needed to improve a professional appearance for the organization. The Board is pleased to share with you below the design concept chosen to represent the Marina. The tag line is "Anchored in Nature". The new logo will start to be seen on Marina documents, communications, advertising and the website over the next few months. A portion of that grant will be used for signage within the community in partnership with members of the Rossport Tourism Association.
